In the 17th and 18th centuries, lotteries were a popular way to raise public money in England and America. Benjamin Franklin, for example, ran a lottery to raise money for cannons to defend Philadelphia during the American Revolution. Private lotteries were also common in America, and they raised money for a number of major projects, including building Harvard, Dartmouth, Yale, King’s College (now Columbia), and William and Mary.<\/p>\n
Lotteries are very popular with the general public, and they can raise large sums of money for a relatively low cost. However, they are not without criticism. Many studies have found that those with the lowest incomes play the lottery more often than others, and critics charge that it is a disguised tax on those least able to afford it.<\/p>\n
Most state lotteries follow remarkably similar patterns.
